Positions in this class typically function as program administrators or key administrative aides responsible for one or more administrative support activities in a large department, or principal administrative assistant to the head of a medium size department. Minimum Qualifications License Required: Possession of a valid California Motor Vehicle Operator's License. Out of state valid motor vehicle operator's license will be accepted during the application process. Education: Possession of a Bachelor’s degree from an accredited college or university with a major in business administration, public administration or a closely related field. Experience: Three (3) years of full-time experience or its equivalent in an administrative staff position performing administrative, budgetary or personnel analysis. Substitution for Education: Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included at least one three semester unit course in each of the following areas: (1) English Composition (2) Business or public administration, political science or government (3) Mathematics or Statistics and (4) Psychology or behavioral science; and two years full time experience or its equivalent in an administrative or staff capacity performing administrative, personnel or budgetary analysis which included the research, analysis and preparation of written reports; or an acceptable combination of qualifying experience beyond the two-year minimum education requirement may be substituted for the Bachelor’s degree. Substitution for Academic Major and Experience: 1) One (1) additional year of qualifying experience may be substituted for the required academic required major; 2) Possession of a Master’s degree in public administration, business administration, or a closely related field may be substituted for the academic major or six months of the required experience. Knowledges, Skills, and Abilities Knowledge of: The principles and practices of public administration and organization applicable to a local public agency The principles of budget analysis, formulation and control The principles of personnel administration and supervision Statistical methods and methods of graphic presentation used in administrative and budget analysis The fundamentals of governmental accounting and procurement Ability to: Organize and direct central management service functions with an operating department or a major division thereof Supervise the work of others Gather and analyze data Reason and recommend solutions to administrative problems Interpret rules and regulations Speak and function effectively in groups Organize and write reports Typical Tasks Directs the day-to-day operations of one or more of the clerical management services of An operating department or the operations of a major division thereof Provides direction to clerical and technical employees assigned to central management services or functional program activities Conducts studies and prepares reports on departmental or divisional operations including procedures, systems, work loads, space requirements, capital outlay projects, organizational structure, expenditures of funds and types and effectiveness of equipment Participates in intra-departmental and inter-departmental meetings on a variety of administrative matters Analyzes annual departmental budget requests and represents the department in budget discussions with the office of the County Administrator Prepares or assists in the preparation and maintenance of departmental operating or procedures manuals Interviews applicants for clerical or technical positions and recommends on hiring or refers applicants to operating supervisors for selection May handle day-to-day fiscal, office management, personnel, purchasing, contracts, property control and other administrative functions depending on the assignment or bureau.
