The Position
East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this Temporary Construction (TC) opening for an Associate Civil Engineer in the Project and Construction Management (PCM) Section of the Wastewater Department. PCM section staff support implementation of the Wastewater Department's $320 million five-year Capital Improvement Program typically as construction managers of complex wastewater collection and treatment system infrastructure improvement and expansion projects as well as project managers for multi-disciplinary consultant design teams. This position provides unique opportunities to gain both construction and design management experience while working on wastewater treatment plant upgrades and traditional infrastructure rehabilitation projects.
The most competitive candidates will possess significant knowledge and experience in project management, design and construction management with a general understanding of the wastewater treatment and conveyance processes and experience working in operating facilities. This individual should have experience in leading cross-functional engineering disciplines, preparing designs, managing consultants, directing the work of other engineers, and preparing and delivering technical presentations. The candidate should also possess excellent verbal and written communication skills, demonstrate good interpersonal skills with a teamwork-based approach, and work independently with minimal supervision.
Duties may include:
• Managing the project construction phase by preparing and understanding construction contract documents (plans and specifications), understanding construction techniques, reviewing submittals and requests for information, negotiating change orders and claims, preparing cost estimates and project schedules, performing testing/training/startup activities, and managing the overall project budget, scope, and schedule.
• Managing the project design phase by preparing and administering consultant contracts; preparing supplementary design tasks; developing scope, budget, and schedule; reviewing engineering calculations and technical memoranda; identifying and recommending alternatives; resolving key issues; identifying and mitigating project risks; and developing construction documents.

Requirements
1. A bachelor's degree in an ABET-accredited civil, electrical or mechanical engineering curriculum OR a California EIT certificate
2. Two years of civil or mechanical experience at the EBMUD's Assistant Engineer classification
3. California registration as a Professional Engineer (Civil, Electrical or Mechanical)
4. Willingness to work overtime as needed
5. Possession of the physical characteristics to perform the critical and important duties of the position; and
6. Possession of a valid California driver's license and a satisfactory driving record.
The ideal candidate has minimum of 4 years of experience in management of a variety of design and construction projects for water or wastewater treatment facilities.
