Overview

The Senior Assistant General Counsel is responsible for general legal support to the Executive Vice President and Chief Legal Officer and to The Joint Commission and its affiliates. Duties include interaction with business clients at all levels of management. This position reports to the Associate General Counsel with a dotted line" to the Corporate Compliance and Privacy Officer.

Responsibilities

Handles a variety of complex legal matters within the Legal Department and for other departments as requested.
  • Provides legal counsel and advice to internal clients on a broad range of topics to include, but not limited to, federal and state laws related to heath care (managed care, performance measurement), data management, lobbying, government contracts, administrative procedure act and contracts.
  • Leverages the needs of the internal client or team of clients and applies people skills and legal knowledge to those needs.
  • Responds promptly to staff regarding legal questions.
  • Acts with independence and discretion to minimize costs/risks and maximize benefits/returns in drafting agreements with external parties.
  • Advises staff and/or negotiates contracts and other transactions to minimize risk and maximize rights for the Enterprise.
  • Conducts complex legal research and identifies proactive solutions that eliminate or mitigate risks.
  • Leads the development of corporate policies, procedures, and programs.
  • Provides advice or training to less experienced attorneys.
  • Coaches and mentors more junior employees in the Enterprise, as well as occasional interns from outside the Enterprise.
Qualifications
  • Bachelor's degree and Juris Doctor from an accredited law school.
  • Current professional license in DC required at time of hire which must be maintained. No history of adverse actions relative to current or previous professional license.
  • Preference given to candidates with in-house health law experience.
  • Knowledge of areas in Paragraph 1 above, and with 8-15 years of relevant experience.
  • A seasoned, experienced professional with a full understanding of area of specialization; resolves a wide range of issues in creative ways.
  • Works on problems of complex and diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Networks with senior internal and external personnel in own area of expertise.
  • Normally receives little instruction on day-to-day work, general instructions on new assignments.
  • Leverages proficiency in health law relevant to quality and safety issues.
  • Contract drafting and negotiating experience, including providing advice in connection with government contracts and grants, engagement agreements, master services agreements, subcontracts, independent contractor agreements, requests for proposals, confidentiality and nondisclosure agreements and teaming agreements.
  • Experience with e-commerce and technology-related agreements, including intellectual property licensing.
  • Leverages knowledge with business associate agreements.
  • Proficiency in Microsoft Word and PowerPoint, and experience in Excel.
  • Excellent oral and written communication skills, including experience giving formal presentations to Board level audiences.
This position is located in DC and reports to the Central Office.
