The Position

This Senior Human Resources Analyst will be working in the Employee Relations Division of the Human Resources Department, reporting to the Manager of Employee Relations. The successful candidate will be assigned a variety of interesting and challenging labor and employee relations work and will be expected to make decisions under general direction.

Typical assignments may include:
• Advising and supporting supervisors and managers throughout every stage of corrective action, including drafting interview questions, reviewing drafts of disciplinary documents, and staffing pre-disciplinary meetings.
• Serving as the initial contact and liaison for intake and assessment of non-DIO employee complaints.
• Conducting workplace investigations. and gathering information for employee relations matters such as harassment allegations, work complaints, or other concerns; informing the Employee Relations Manager and Human Resources Director when additional investigation is required.
• Analyzing and responding to informal concerns and formal grievances by unions.
• Staffing and documenting meetings with labor unions, management, and staff on a wide variety of employment matters; following up on action items.
• Staffing and supporting labor negotiations, including developing and analyzing proposals, drafting agreements, and preparing reports and presentations to a variety of stakeholders.
• Handling routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff.
• Collecting information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
• Conducting surveys, interviews, and other research related to human resource policies, compensation, and other labor negotiations; collecting information and reporting results to Employee Relations Manager or Human Resources Director.
• Assisting labor attorneys in the preparation and presentation of arbitrations or Civil Service hearings, which may include testifying in legal proceedings.
• Conducting trainings and presentations on labor and employment issues.
• Leading and supporting special projects and initiatives.
• Participating in cross functional work teams, including workplace violence prevention and leave/disability management.
• Maintaining knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources.
• Performing other duties as assigned.

• Familiarity with state and federal labor and employment laws, including MMBA, FLSA, FMLA, CFRA, ADA, and FEHA
• Experience working as a lead with assigned staff
• Experience developing and presenting trainings and other presentations
• Familiarity with other HR activities including recruitment and selection, classification and compensation, and benefits administration.

SHRM and CalPELRA certification are preferred but not required.

The annual salary is $129,000 up to $195,660. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($167,700 annually).

Requirements

1. Bachelor's degree or its equivalent.

2. Three years of experience in employee relations work, or its equivalent.

The Selection Process

During the application process, please remember to indicate whether or not you are SHRM and/or Labor Relations Academy Master certified, and the level of certification (other equivalent certifications will be considered).

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. Applications will be competitively evaluated and those presenting the best job-related qualifications will be invited to continue further in the process.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status, the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
