HJF is seeking a Chief of Data Integration and Information Technology to support the National Center for Disaster Medicine and Public Health (NCDMPH) of the Uniformed Services University in Bethesda, MD. The Chief of Data Integration and Information Technology is responsible for overseeing technology integration and data management across the Science, Operations, and Education Missions of the Center, and conceptualizing innovative projects that are well-aligned with current priorities of the disaster health field, federal initiatives, and the needs of NCDMPH and its funders. The incumbent will independently direct the design and development of data and technology policies, procedures and solutions.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Serves as a lead Data Scientist utilizing information technology, programming skills, statistics, machine learning, artificial intelligence, data visualization and critical thinking skills.
  • Serves as principal consultant for technology integration and data analysis utilizing statistical techniques while leveraging machine learning and artificial intelligence to speed analytical processes and expand analytical capabilities.
  • Enables a culture of data and evidence-based decision making through leading the development of analytical products and services.
  • Identifies and evaluates new technology solutions for improving the collection and use of data.
  • Serves as the lead technical advisor for the modernization of technical infrastructure to support data management, advanced analytics, and to enhance data value at appropriate cost.
  • Reviews the impact of the current and emergent infrastructure on data asset accessibility and coordinates with stakeholders to reduce barriers that inhibit accessibility.
  • Advise efforts to track and integrate data collections, data purchases, databases, physical data models, and linkages between data sets across the interagency partners.
  • Leads and integrates data lifecycle management activities and data quality measures on behalf of the center.
  • Oversee data standardization related activities to include the preparation, extraction, provisioning, protection, and dissemination of data.
  • Ensures that center data conforms to specific policy-related activities and, to the extent practical, with data management best practices.
  • Responsible for developing and managing data management policies, leading across the center data repository and catalog, and managing data exchange development, metadata standards and compatibility with emerging web data standards.
  • Governs enterprise data assets and inventory to ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of NCDMPH.
  • Supports statutory and regulatory requirements related to information resources management and the collection and release of information across the center, including the Information Quality Act (Pub. L. 106-554) and the Paperwork Reduction Act's (Pub. L. 96-511) required coordination and certification of information collection requests to the Office of Management and Budget.
  • Collaborates with USU Office of the President on the Military Health System Digital Transformation Strategy
  • Serves as a liaison to the public and private Data Analysis Communities, as the Consultant for Technical Expertise, and provides expertise on all new major data-related or data-intensive and statistical initiatives.
  • Develops and maintains effective academic and industrial relationships to ensure NCDMPH benefits from the best commercial practices and technologies.

Supervisory Responsibilities
  • Direct Supervisor : Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.


Qualifications

Education and Experience
  • Bachelor's degree in Computer Science related field.
  • Minimum of 9-10 years of experience required.

Required Knowledge, Skills and Abilities
  • Proficiency in the understanding, development, and execution in all aspects of Data Management.
  • Knowledge of emerging technologies with an emphasis on cloud computing, systems architecture, cyber security, strategy development, software integration, advanced data analytics while democratizing its use, data science, components of artificial intelligence and the tools that support its enablement, and the application of information technology to drive operational transformation.
  • Knowledge of current Information Technology methods and direct experience managing and directing large and complex technology programs, IT applications, and IT processes critical to providing mission essential services to large complex organizations.
  • Ability to collaborate, share knowledge and education/inform/influence senior level management, partners, customers, and stakeholders in execution of the technology strategy, evolution of best practices and identification of technology supporting the operational mission.

Physical Capabilities
  • Ability to stand or sit at a computer for prolonged periods.
  • Must possess adequate vision and manual dexterity for computer work. Must have the ability to communicate verbally and travel to the Program's research sites.

Work Environment
  • This position will take place primarily in an office setting.

Security Requirements: U.S. Citizenship Required and ability to obtain and maintain a T3 Secret Clearance.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
