Job Title: Program Finance Analyst
Job Description
Collaborate with Project Managers, Control Account Managers (CAMs), and senior engineering staff to ensure the consistent implementation of Earned Value Management (EVM) practices. Contribute to the creation of Integrated Program Management Reports (IPMR), Integrated Program Management Data and Analysis Reports (IPMDAR), Estimates at Completion (EACs), and associated variance analysis documents for both internal and external stakeholders. Uphold EVM compliance through regular CDRL submissions, audit readiness activities, and ad-hoc data requests to meet customer expectations.
Responsibilities
- Facilitate the shift from IPMR to IPMDAR standards, ensuring adherence to current federal guidelines, including structured data submissions in JSON/XML and uploads to the EVM Central Repository.
- Verify the accuracy and completeness of all IPMDAR components, such as narrative summaries, schedule metrics, and cost data.
- Serve as a point of contact for auditors and participate in routine oversight engagements.
- Support the establishment and maintenance of program baselines, including cost and schedule, while enforcing rigorous change control protocols.
- Aid in the development of Work Breakdown Structures (WBS) and corresponding documentation.
- Provide planning support across programs, including scheduling, budgeting, performance tracking, variance assessments, reporting, data integrity checks, and resource allocation.
- Monitor subcontractor progress, material deliveries, outstanding commitments, and potential termination costs.
- Contribute to the preparation of proposals for new business opportunities.
- Ensure budget availability, proper authorization, and correct account usage for expenditures.
- Deliver accurate, timely, and validated data to project leads and program managers, along with actionable insights to inform decisions.
- Apply advanced Excel skills for data analysis and reporting.
- Assist in drafting and refining internal procedures and user guides for program control functions.
- Leverage database tools to support dashboard creation and performance metrics reporting.
- Generate both standard and custom reports; identify anomalies and trends; propose solutions to moderately complex challenges; and follow established procedures to meet business and regulatory requirements.
- Perform additional tasks as needed.
Essential Skills
- Proficiency in Earned Value Management (EVM) with a minimum of two years of hands-on experience.
- Strong skills in Excel, including pivot tables and VLOOKUPs.
- Experience with Contract Data Requirements List (CDRL) and audit readiness.
- Must be eligible for and capable of obtaining a Department of Defense (DoD) Security Clearance.
- Ability to manage EVM obligations, including monthly CDRL submissions and responding to customer-driven data requests.
Additional Skills & Qualifications
- A bachelor’s degree in business administration or a related field is typically expected, though equivalent professional experience may be considered.
- Familiarity with Microsoft Office applications and tools such as SAP, DELTEK COBRA, and Microsoft Project is advantageous.
- A solid foundation in finance or accounting is preferred.
- Familiarity with compliance standards related to DoD oversight agencies such as DCAA is beneficial.
- Well-organized and capable of managing multiple priorities.
- Effective written and verbal communication skills.
- Competence in using electronic tools for word processing, spreadsheets, email, and project tracking.
- Willingness to work extended hours and travel as needed.
- U.S. citizenship is a mandatory requirement.
Work Environment
The position offers a hybrid schedule with a 9/80 work arrangement, allowing for a dynamic work-life balance.
