Responsibilities
What You'll Do:
- Responsible for proposal team guidance, preparation, training, and development through proposal submittal as required. Responsible for the overall management of specific proposal volumes or total proposal efforts for assigned new business opportunity(ies) and/or competitive renewal(s) of current contract(s). Provides management coordination with corporate staff departments, appropriate operations (project) management, and the other assigned business development resources. Responsible for RFP compliance throughout the proposal process. Supervises activities of technical specialists, writers, production personnel, and others assigned to the proposal team.
- Responsible for the overall management of assigned efforts to include quality and compliance of the submitted proposal.
- Identifies resources for proposal preparation and reviews.
- Manages and directs personnel assigned to the proposal team to ensure that all management, technical, contractual, and costing inputs meet both customer and V2X Management requirements.
- Analyzes the scope and objectives of RFP and coordinates with the Capture Team on the organized competitive approach in responses to customer requirements and corporate interests.
- Develops and maintains schedule discipline for all assigned proposals. Establishes proposal operations tempo through regular internal coordination meetings (e.g., standup/status meetings).
- Ensures comprehensive reviews of written material.
- Maintains strict compliance with V2X policies and procedures relating to Business Ethics and Code of Conduct, in addition to the specific procurement regulations established by the Federal Government.
- Participates with the Capture Team to develop the overall proposal strategy, themes, discriminators, and operations concept to be used in the proposal.
- Facilitates information gathering meetings with program and technical SMEs for the technical writers.
- Identifies and prepares special proposal requirements affecting legal, purchasing, contracts, teaming, human resources, and accounting. Briefs department managers on program highlights.
- Determines a specific approach to assure a responsive and competitive proposal in terms of overall concept. Establishes initial program management, organization, manning, and costing procedures.
- Prepares proposal plan, including detailed outline, storyboards/mock-ups, compliance with RFP, management and technical volumes, Proposal Team responsibilities, flow diagrams and schedule, checklists, and reviews.
- Conducts a short training program as part of the proposal kickoff detailing the proposal process strategy, discriminators, themes, charts, and benefits to be employed throughout the proposal.
- Reviews daily input from technical writers and subject matter experts to ensure RFP and win theme compliance and provides daily feedback.
- Provides input to review teams and ensures incorporation of approved Red and Gold Team comments/recommendations.
- Supports the Capture team with bid review charts and final presentation to the President and Senior Staff, to include justification of technical and cost validity at Corporate reviews.
- Participates with the Capture Team in evaluating business opportunities and recommending bid/no bid positions.
- Responsible for proposal notifications to V2X Group Officers, when required.
- Supports presentations to the customer.
- Maintains currency and fluency in state-of-the-art techniques and practices.
- Prepares technical write-ups and briefs for presentation to potential customers.
- Prepare a regular status of current assignments (oral and written).
- Instills partnership and teamwork with Capture Managers and the entire proposal team.
- Performs other duties as required.
Minimum Qualifications
- Education:
- Bachelor's degree or equivalent experience from which comparable knowledge and job skills can be obtained.
- Experience:
- Minimum of six (6) years' progressive experience in a position related to the development of federal government contracts.
- Other Requirements:
- Ability to obtain and maintain a DoD security clearance.
- An active security clearance is highly desired.
- Ability to travel to project and customer locations.
- US citizenship required.
- Desired Qualifications:
- Certifications/Licenses:
- Association of Proposal Management Professionals (APMP) Foundation, preferred.
- Experience:
- Minimum of eight (8) years preferred.
- Other Requirements:
- Secret/Top Secret security clearance preferred.

- Possess analytical and problem-solving skills with the ability to manage multiple project tasks simultaneously in a fast-paced environment.
- Business/Capture Manager Acumen:
- Comprehensive knowledge of government procurement, Federal government contracts, regulations and procedures, and government operations/services.
- Strong ability to multitask with numerous high priority demands in an intense, deadline-driven environment is a must.
- Proven experience in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content.
- Knowledge of and experience with conducting various color reviews successfully.
- Demonstrated experience developing and presenting oral proposals.
- Ability to maintain strict compliance with V2X policies and procedures relating to our Business Ethics and Code of Conduct, in addition to specific procurement regulations established by the federal Government.

- The successful candidate's starting pay will be based on, but not limited to, their job-related skills, experience, qualifications, work location, and market conditions.
- The following salary range is intended to display the value of the company's base pay compensation and may be modified at the discretion of the company.
- USD $ 110,000 - $155,000
- Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
