PURPOSE AND SCOPE:

The Senior Director, State Government Affairs will represent Fresenius Medical Care-North America and its affiliate companies in all public policy, legislative and political matters before state governments in a defined region (can be a single state or multiple states as defined by the specific job posting). Identifies and analyzes proposed legislative and regulatory policy that present significant implications to FMCNA's patients, employees and operations. Works to highlight FMCNA policy positions and raise the visibility of FMCNA initiatives with key external audiences. Responsible for educating lawmakers, policymakers and key decision makers on issues and positions which improve the quality of and access to care for our patients.

This position will be a home office-based role with up to 50% travel requirements depending on coverage states and external factors.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
  • Monitors and secures timely information regarding legislative and regulatory proposals to identify and evaluate strategic and business issues for FMCNA across our businesses.
  • Effectively manages contract lobbyists and other consultants in coverage states to engage on behalf of FMCNA.
  • Develops proactive strategies to highlight FMCNA policy positions and raise the visibility of FMCNA initiatives with key policymakers and other influential individuals and organizations (e.g., political organizations, trade associations, provider and consumer organizations).
  • Prepares strategic communications including written comments, policy issue papers, bill summaries and analyses, testimony, talking points, presentations, and external meetings synopses on assigned issue areas.
  • Develop, maintain and engage effective, trusted working relationships with elected, appointed and career government officials, that will enable the effective advocacy of FMCNA's public policy vision in service to our patients
  • Developing strong relationships with ESRD colleagues, member companies, and consultants, especially at the state level
  • Collaborating with the state affairs team and communications team on legislative, grassroots, and third-party activities
  • Attend political and governmental organization meetings and conferences, including out-of-state
  • Collaborate with local counsel to develop and execute political giving strategies in priority states
  • Assist with various projects as assigned.

SUPERVISION:
  • May be responsible for the direct supervision of various external consultants.
EDUCATION:
  • Bachelor's Degree required; Advanced Degree preferred
EXPERIENCE AND REQUIRED SKILLS:
  • A minimum of 6 years' related experience in state government affairs and/or direct government experience
  • A minimum of 4 years direct experience in California Legislature and/or Governor's Administration preferred
  • Knowledge of healthcare policy preferred
  • Knowledge of state legislative and regulatory processes
  • Capable of analyzing complex information requests and determining complex trends
  • Experience in communicating and writing comments to government agencies and/or other legislative bodies
  • Ability to draw upon extensive knowledge and relationships to identify and analyze issues and develop appropriate policy strategies and responses
  • Sophisticated/strategic thinking to determine how best to influence decision/policy makers
  • Demonstrated ability in setting and meeting objectives, while reacting within a growing and changing internal and external environment
  • Superior facilitation, presentation, organizational, and verbal and written skills, with the demonstrated ability to work independently
  • Analytical, planning and project management skills, as well as the ability to prioritize and shift multiple issues and projects without compromising quality results
