Description
The contractor shall track projects and assignments issued by the COR. The contractor shall manage space assignment and utilization in SPMS as directed by the COR and complete the following activities/tasks: The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The contractors is responsible for overseeing and directing all aspects of an entire project or projects, relying on experience and judgment to plan and accomplish goals. The focus of the support services provided under this contract will be construction projects related to tenant improvements, renovations, build-outs of Federal Government owned/leased space, and space management support services. Project Management Services shall encompass the following tasks: 1. Assess and report project status to COR 2. Provide comprehensive support services for the design, reconfiguration, relocation, and increasing or downsizing of office spaces and similar facilities. 3. Assist COR with developing a Statement of Work (SOW). 4. Review all submittals, requests for information, deliveries and installations of equipment and materials to ensure adherence to scope of work, design, installation standards, and accurate placement of furniture according to construction documents. Maintain hard copy submittal binders and electronic file of project documents for reference. 5. Attend kick-off and progress meetings with Clients and/or contractors and record and issue meeting minutes. 6. Identify, track, manage, and resolving project issues. 7. Review engineering and construction documents and specifications to monitor progress and ensure compliance with plans and schedules. 8. Effectively prepare and communicate, in proper written form (see attached example for cost estimate format), competitive job estimates by interpreting drawings and bid documents and performing take offs as necessary. 9. Review proposals and submittals, recommend selections to COR and oversee hired contractors (i.e., architectural/engineering and construction general contractor). 10. Establish, track, and manage project schedules/milestones ensuring timelines are met successfully. 11. Review construction general contractor schedules 12. Ensure project financial success by establishing and managing project budgets. 13. Assist in Contract Administration duties such as, but not limited to, program of requirements, SOW creation, submittal processing, request for proposal and request for information processing. 14. Abide by all federal government rules and regulations while on federal government premises. 15. The contractor shall attend design and construction meetings as directed by the COR. 16. The contractor shall attend weekly or biweekly design and/or construction progress meetings. 17. The contractor shall escort architect, architect’s consultants, and construction contractors during site visits as directed by the COR. 18. Provides advice and service to clients and customers on designated phases of projects. The contractor shall perform services related to ARCHIBUS and manage data in the Facilities Management and Building Operations Module. The contractor shall upkeep digital libraries of the Division of Facilities and Security (DFS)’s floor plan, as-built plan sets and employee locator. Per the Contracting Officer’s Representative (COR) request, the contractor shall provide presentation boards and graphics of floor plans and space. On a daily basis process, the contractor shall follow NRC space guidelines and provide a work station/office location to the COR/Alternate COR for each HQ’s ‘Move’ and ‘New Hires’ requests received (via the NRC’s ticketing system, emails, phone call, etc.). The contractor shall maintain records of each request by creating and maintaining a spreadsheet that is compatible with NRC’s software (currently Microsoft Excel 2013). The contractor shall ensure that the spreadsheet is readily available to the COR such as via a shared drive.
