Job Description
The Certification and Compliance Test Engineer supports the regulation and certification function by planning, executing, and analyzing vehicle emissions and fuel economy testing for a wide range of powertrains, including EV, PHEV, HEV, and ICE. This role focuses on ensuring vehicles meet federal, state, and local environmental and emissions regulations through certification and in‑use testing, detailed data analysis, and continuous improvement of testing processes and procedures.
Responsibilities
- Schedule and coordinate certification and compliance testing for emissions and fuel economy across internal facilities and external testing partners.
- Review emissions and fuel economy data from tailpipe and evaporative tests, perform routine analysis, and verify that all test procedural requirements are met by in‑house and external testing entities.
- Develop, refine, and maintain test processes to ensure accurate execution of official EPA and CARB testing, proactively following up on issues and process gaps.
- Enter required test and emissions data into the EPA EV‑CIS database with accuracy and completeness.
- Review and interpret federal and state regulations related to EPA and CARB test procedures, ensuring that current test processes meet all requirements and supporting management in resolving any discrepancies.
- Understand powertrain and emission control system testing operations and quickly diagnose and interpret technical problems and issues within testing systems.
- Analyze EV metrics such as eMPG, AER, UBE, and SOH, as well as fuel economy and emissions results, and report findings and trends to team leadership.
- Support and participate in testing for EV, PHEV, HEV, and ICE vehicles for in‑use compliance (IUVP) and certification (EDV, FEDV, EVAP, DDV), including mileage accumulation, coastdown, PEMS/RDE, and special driving pattern arrangements.
- Create clear, well‑structured technical reports and presentations summarizing test methods, results, and conclusions.
- Communicate effectively with test requestors and test entities, using strong organization and communication skills to resolve conflicts and align on priorities and requirements.
- Perform additional engineering projects and assignments as needed to support certification and compliance objectives.
- Travel domestically and internationally up to approximately 15% of the time to support testing, collaboration with partners, and regulatory or technical meetings.
- Hands‑on experience with emissions and fuel economy testing, including tailpipe and evaporative emissions and in‑use and certification testing in alignment with EPA and CARB requirements.
- Strong knowledge of EV, PHEV, HEV, and ICE testing, including eMPG, AER, UBE, SOH, RDE, PEMS, coastdown, and mileage accumulation.
- Deep understanding of regulatory compliance for emissions and fuel economy, including current and future EPA and CARB regulations and certification requirements.
- Knowledge of vehicle test and emission regulations such as CFR 40 Parts 86, 600, and 1066, or the demonstrated capability to review, interpret, and apply these regulations, including Tier 4 Multipollutant and ACC2 rulemaking.
- Ability to understand powertrain and emission control system testing operations and quickly interpret technical problems and testing system issues.
- Strong analytical skills for reviewing test data, identifying trends, and validating compliance with procedures and regulatory standards.
- Exceptional organization and communication skills, both oral and written, including the ability to prepare clear technical reports and communicate with diverse stakeholders.
- Bachelor’s or Associate’s degree in Mechanical Engineering, Automotive Technology, or a closely related field.
- Knowledge of the automotive certification process, including automotive certification testing and core automotive engineering principles and operations.
- Working knowledge of hybrid and electrified powertrains, including HEV, PHEV, and BEV systems.
- Familiarity with ETAS INCA and/or CAN database tools for data acquisition, calibration, or vehicle network analysis.
- Demonstrated ability to maintain confidentiality, act with high integrity, and uphold strong ethical standards in handling sensitive technical and regulatory information.
- Demonstrated ability to adapt to rapidly changing business requirements, regulatory updates, and evolving test procedures.
- Experience collaborating with external testing entities or contractors for emissions and fuel economy testing is beneficial.
- Experience preparing and delivering technical presentations to engineering teams or management is an advantage.
This role is based in a technical and regulatory-focused automotive engineering environment that combines office work with laboratory and vehicle test facility activities. You will work closely with certification, compliance, and powertrain engineering teams, as well as external testing partners, to conduct and oversee emissions and fuel economy testing. The position involves regular use of emissions test equipment, data acquisition systems, and regulatory databases such as the EPA EV‑CIS system. Work hours generally follow a standard full‑time schedule, with flexibility required at times to support test schedules, special driving patterns, and regulatory deadlines. The role may require domestic and international travel up to approximately 15% of the time to support testing at remote facilities, collaborate with external partners, or attend technical and regulatory meetings. The environment emphasizes accuracy, regulatory compliance, data integrity, and cross-functional collaboration.
