The Sr. Manager, LEU+ Regulatory Affairs will manage and lead licensing and regulatory affairs activities in support of Westinghouse business objectives supporting the Columbia Fuel Facility Capital Project for producing higher enriched uranium fuel products. These include the coordination and integration of activities, within, across, and between center-led functions, Westinghouse Product Lines, and Business organizations. Lead and guide interactions with Nuclear Regulators and Agreement-State Regulatory Agencies. Assigned activities include but are not limited to: serving as the primary Westinghouse interface with nuclear materials regulatory agencies including the U.S. Nuclear Regulatory Commission (NRC) and other State entities; providing Product Line/Business regulatory support in fuel fabrication facility licensing, including the decommissioning cost estimate; coordinate licensing and regulatory activities with the EH&S and Legal organizations; and providing governance and execution of licensing updates for 10 CFR 70, 73, 74, and 75 programs. This regulatory affairs position is critical in the early phases of the project, ensuring initial communication with the NRC and then overall planning and strategy for the submissions that will be required, for the in-project interaction and the inspection processes.

This position is eligible for a Remote working arrangement (within the United States) with periodic travel to the Columbia Fuel Facility located in Hopkins, SC.

Your Day to Day:
  • Lead Licensing and Regulatory Affairs (L&RA) LEU+ activities to ensure projects, initiatives and processes are in conformance with established policies and objectives.
  • Oversee licensing performance, manage continual review of department operations; develop/implement alternative approaches to effectively accomplish objectives.
  • Is accountable for and provides overall leadership for LEU+ licensing budget and continuous improvement activities, including training, CAPs, HuP and continuous improvement activities.
  • Develop and execute regulatory plan/approach/strategy for LEU+ facility at CFFF.
  • Interface with supporting programs (e.g., Criticality Safety, Emergency Plan, etc.) to ensure LEU+ facility meets applicable regulatory requirements.
  • Working knowledge of the regulatory requirements to use or possess special nuclear material.
  • Cultivate and maintain a strong working relationship with the NRC and other applicable regulatory agencies (extending from the individual Reviewer level, up through counterpart leadership).
  • Develop and communicate LEU+ regulatory strategy with the NRC and other applicable regulatory agencies at the appropriate leadership level(s).
  • Apply engineering and licensing knowledge and experience to identify, direct, and integrate acceptable resolution of highly complex technical and regulatory issues addressing regulatory and Westinghouse requirements. Issues often involve multi-disciplinary areas. Coordinate and lead these multi-discipline efforts to ensure that activities, projects, initiatives and processes are in conformance with regulatory requirements, established policies and objectives.
  • Provide for Westinghouse response and engagement to NRC and Industry licensing and regulatory initiatives.
  • Maintain and execute an integrated NRC inspection support plan to ensure inspection/audit readiness and effective follow up of resulting issues discovered.
Who You Are:
  • Bachelor's degree Business, Engineering, or related technical field
  • 10+ years experience required, focused on the area of licensing and regulatory affairs with detailed knowledge of 10 CFR 70 licensing requirements including Subpart H Integrated Safety Analysis (ISA) and 10 CFR 70.64 baseline design criteria development .
  • Proven experience in dealing with nuclear regulators are essential characteristics. Established relationships with NRC leadership is a plus. Working, broad business acumen punctuated by incorporation nuclear regulatory requirements in decision making.
  • Demonstrated ability to facilitate and drive change in a fast paced and ever changing" environment leveraging their strong interpersonal skills.
  • Demonstrated ability to work within the organization at all levels creating value and alignment.
  • Demonstrated ability to achieve results. Superior ability to communicate clearly in writing, verbally and through presentations. Strong relationship building characteristics balanced with tenacity and challenging attitude.
