This Operations Analyst 2 position will provide analyst support and assistance to the Controls and Communication (JT) section of the Operational Technology (J-OT) organization at Bonneville Power Administration (BPA). This position will collaborate with other operations analysts and the technical subject matter experts (SMEs) in J-OT to provide analytical support to the Operational Telecommunication function for Transmission’s Field, Engineering, Planning, and Control Center assets and staff. This position will assist in the formulation and application of various modeling techniques and other optimizing methods to develop and validate information that assists management with decision making, policy formulation, process development or other managerial functions. In addition, this position concentrates on collecting and analyzing data, analyzing workflow, and developing process analysis and decision support information and documents.
Project Assessment and Initiation:
- Provide project management support for compliance mitigation plans, telecom projects, and asset strategy initiatives:
- Track mitigation dates and deliverables.
- Follow-up with assigned resources to verify action items are completed on-time.
- Provide analytics (via Excel, Access, SharePoint, etc.) and data parsing to help expedite data call reporting.
- Verify adherence to processes conducted by team on a day-to-day basis and develop work processes to improve compliance posture of BPA:
- Review current processes against BPA policy and procedures to verify alignment, report to BPA management where any differences are found.
- Evaluate current processes and policies that compliance standards for efficiency and accuracy to the standard. Recommend any changes to BPA management, assisting with implementation of approved recommendations.
- Develop management reporting tools that document and communicate the progress of standards and policy related activities to verify timely completion.
- Participate in incident reviews and Rapid Response Team (RRT) meetings, assisting the implementing manager by providing information, evidence and artifacts that apply to compliance incidents.
- Data Call and Survey Coordination:
- Provide data call and industry survey support for the Transmission organization:
- Review and analyze existing documentation;
- Evaluate new or changing requirements;
- Enlist appropriate subject matter expert input;
- Draft Transmission responses for SME and BPA manager review and approval.
- Organize, monitor, analyze, evaluate and report on performance pertaining to data call artifacts collection and processes.
- Maintain timeliness and quality of artifacts (reliable, consistent, and useful).
- Assist management, project managers, business analysts, and technical Subject Matter Experts with tracking and meeting business, schedule, and budget objectives; provide input to and recommend project plans, timelines, milestones, and objectives for related projects.
- Maintain filing system(s), files, emails and records in accordance with compliance requirements. File and disperse documents/letters only to appropriate personnel. Maintain all official records in accordance with the Information Governance & Lifecycle Management (IGLM) and Information Security (INFOSEC) standards and procedures. Validate official records are accurately maintained for auditing purposes.
- Information Quality Control and Stewardship:
- Participate in efforts to inventory the information needs of JT’s business programs and functions. Analyze business processes to identify gaps in information quality control and quality assurance.
- Assist in Change Management processes and procedures for quality control, quality assurance and improvement.
- Assist in development and maintain performance metrics on the quality of key business information. Create, maintain and periodically present executive dashboards of performance metrics to management.
- Draft and provide briefings, as requested, to staff and managers on information quality to raise awareness and to transfer knowledge on information quality fundamentals and best-practices.
- Provide input and recommendations concerning how information is organized and displayed in SharePoint and the Control Center Network (CCN) Library documentation, the quality and type of information included and retained, and coordinate with management/subject matter experts to ensure the information needs of the organization are being met in a useful and efficient manner. Assist with the implementation of approved recommendations.
- Assist JT Manager by providing assistance creating guidance, road maps, principles, standards and best practices.
- Gather information related to current operational demands, disturbances, and improvements to assist the JT Manager in creating a long-term strategic vision.
- Gather information related organizational capacity to assist JT Leadership in documenting resource needs and constraints.
- Data management:
- Gather and document reporting requirements and work with J-OT counterparts to develop data exchange and reporting solutions, using the CCN database, Configuration Management System (CMS) database, library systems, and other record stores.
- Assist in the implementation and integration of automated data management procedures.
- Collect, organize, and validate data and model results to establish data reporting completeness, accuracy and quality.
- Generate reports from various data repositories.
- Assist in the implementation and integration of electronic reporting and customer interfaces for JT supported services, including: research, analyze, model and organize information for developing / drafting and recommending requirements.
- Draft training, tip sheets and other tools to facilitate a less-resistant move to new processes.
- Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Qualifications
- An Associates or Bachelor’s degree in Computer Science, Engineering, Business Management/Administration, Organizational Development or closely related technical discipline is preferred.
- 5 years of experience is required with an applicable Bachelor’s degree.
- 7 years of experience is required with an applicable Associates degree.
- 9 years of experience is required without a degree or applicable degree.
- Experience should be directly-related to business and/or operations analysis and progressively more technical in nature.
- Strong technical writing skills and the ability to present information in various forms such as textual, graphical and statistical.
- Experience with SharePoint/Excel/Visio/Project or similar applications.
- Experience with business requirements gathering and data.

This is a Contract position based out of Vancouver, WA.
Pay and BenefitsThe pay range for this position is $40.00 - $45.00/hr.
