Job Title: Outage Planner
Job Description
The Outage Planner supports critical transmission substation and transmission line projects by developing, coordinating, and optimizing outage plans and reservations. This role works closely with transmission planning, project management, transmission operations, and transmission field services to evaluate system conditions, determine the feasibility of proposed outages, and minimize conflicts between concurrent projects. The Outage Planner plays a key role in enhancing project schedules, improving system reliability, and supporting overall operational and financial performance, with a focus on outage development between transmission planning PLMP gates 0.5 through 1.0.
Responsibilities
- Engage and work directly with Transmission Planning and Transmission Operations personnel to develop facility outage reservations that enhance future project schedules.
- Facilitate the resolution of outage reservation coordination conflicts and identify and implement alternative solutions when necessary.
- Utilize existing tools and processes to clearly communicate proposed outage plans and reservations to various transmission groups.
- Manage multiple outage planning reservation scenarios simultaneously while maintaining accuracy and attention to detail.
- Assist in securing future outage reservations for upcoming transmission substation and transmission line projects.
- Assist in prioritizing outage reservations to optimize benefits in both system reliability and earnings.
- Coordinate and collaborate with Transmission Operations to evaluate system conditions before submitting outage reservation requests.
- Actively review abnormal system conditions to support planning and coordination of outage reservations for upcoming projects.
- Apply project management and construction knowledge to support outage planning across the full project life cycle, including capital and turn-key projects.
- Support effective communication and collaboration with engineering, construction management, and other project stakeholders to align outage plans with project needs.
- Perform other duties as assigned to support transmission planning, operations, and project execution.
Essential Skills
- Bachelor’s degree in Engineering, Engineering Technology, Construction Management, or a related field with five years of related experience associated with outage planning, or equivalent education and 10 years of related experience within transmission engineering, transmission dispatching, distribution dispatching, or construction management.
- Thorough knowledge of the transmission system from both a design and operations perspective.
- Demonstrated experience in transmission engineering, transmission dispatching, distribution dispatching, and/or construction management.
- Proven ability to manage multiple outage planning reservation scenarios simultaneously.
- Strong skills in coordinating and collaborating with Transmission Planning, Transmission Operations, and other transmission groups.
- Ability to evaluate system conditions and integrate that understanding into outage planning decisions.
- Experience working across project life cycles, including capital projects and turn-key project environments.
- Solid project management capabilities, including organizing work, managing priorities, and meeting deadlines.
- Strong communication skills to effectively convey outage plans, constraints, and alternatives to diverse technical stakeholders.
Additional Skills & Qualifications
- Experience in construction management supporting transmission or commercial construction projects.
- Experience with engineering and construction management in a commercial or capital project setting.
- Familiarity with project life cycle methodologies and processes for large engineering or construction projects.
- Ability to identify, analyze, and resolve coordination conflicts among multiple concurrent projects.
- Comfort working with existing tools and processes for outage planning communication and coordination.
- Collaborative mindset with an emphasis on teamwork and cross-functional problem solving.
Work Environment
This role is based in a quiet engineering office environment designed to support focused analytical work and collaboration. The dress code is business casual. Teamwork is highly encouraged and occurs frequently, with regular interaction among transmission planning, operations, engineering, and construction management teams. The position involves working extensively with planning tools, documentation, and communication platforms to coordinate outage reservations and support complex transmission projects.
Job Type & LocationThis is a Permanent position based out of Tulsa, OK.
Pay and BenefitsThe pay range for this position is $33.00 - $57.69/hr.
