Job Description
This role provides on-site safety oversight for horizontal directional drilling (HDD) and underground utility operations on a long-term construction project. You will monitor subcontractor activities, enforce safety standards, and ensure compliance with OSHA and site-specific safety requirements for electric line installation under roads, streams, and railroad beds. The position offers the opportunity to support additional projects beyond the current assignment, depending on project progress.
Responsibilities
- Provide continuous on-site safety oversight for all HDD and underground utility operations, including boring under roads, streams, and railroad beds for electric line installation.
- Monitor subcontractor compliance with applicable OSHA standards, Army Corps of Engineers (ACOE) requirements where applicable, and site-specific safety plans.
- Identify hazards associated with horizontal drilling, trenching, and underground utility work, and drive timely corrective actions to eliminate or control risks.
- Hold subcontractor crews accountable for safe work practices and clearly communicate safety expectations, even with teams that may not be safety-prone.
- Conduct safety inspections and audits of work areas, equipment, and procedures to verify adherence to safety procedures and standards.
- Document safety observations, near-misses, and incidents accurately and promptly, maintaining thorough records for reporting and analysis.
- Coordinate closely with the project team to provide regular safety reporting, updates, and recommendations for improvement.
- Support and reinforce safety training efforts, including toolbox talks and on-the-job coaching, to promote a strong safety culture on site.
- Ensure fall protection, excavation, and other critical safety controls are in place and functioning effectively before work begins and throughout operations.
- Assist in the implementation and enforcement of site safety procedures and health and safety compliance programs related to construction activities.
- Demonstrated experience providing on-site safety oversight for construction projects, specifically involving HDD and underground utility operations.
- Strong working knowledge of OSHA standards and OSHA safety requirements applicable to construction and utility work.
- Experience applying Army Corps of Engineers (ACOE) and related safety requirements on construction or utility projects, where applicable.
- Proficiency in identifying hazards related to horizontal drilling, trenching, and underground utility work and implementing corrective actions.
- Ability to communicate clearly and assertively with subcontractor crews and project teams to enforce safe work practices and expectations.
- Experience in construction safety, including site safety, health and safety compliance, and safety procedures.
- Capability to document safety observations, incidents, and near-misses accurately for reporting and follow-up.
- Familiarity with fall protection requirements and best practices in a construction environment.
- OSHA 30-hour safety training or equivalent advanced OSHA safety training.
- Experience delivering or supporting safety training in a construction or utility setting.
- Background in construction safety oversight for electric line or utility installation projects.
- Experience working with subcontractors on complex field operations such as boring under roads, streams, or railroad beds.
- Exposure to long-duration infrastructure projects with evolving scopes and timelines.
- Ability to build rapport with field crews while maintaining firm safety standards and accountability.
- Strong organizational skills to manage safety documentation, inspections, and reporting.
- Comfort working in a multidisciplinary project team environment with frequent field communication.
- Interest in long-term opportunities and supporting additional projects beyond the current assignment.
This position is primarily field-based on an active construction site focused on horizontal directional drilling and underground utility installation for electric lines. You will work outdoors in varying weather conditions around roads, streams, and railroad corridors, often in proximity to heavy equipment and drilling operations. The role requires regular site walks, close observation of field activities, and direct interaction with subcontractor crews throughout the workday. Project duration is anticipated from approximately summer 2026 through fall, with potential extension into the fall and beyond depending on project progress and additional assignments. Work hours align with typical construction schedules, and you will collaborate closely with the project team to support safe and efficient operations.

This is a Contract position based out of West Chester, PA.
Pay and BenefitsThe pay range for this position is $40.00 - $50.00/hr.
