Responsibilities
Major Job Activities
The Instructional Systems Designer shall support instructional systems analysis efforts. Instructional systems analysis involves the implementation of and adherence to a systematic design process for effective and efficient learning. Using an instructional system design (ISD) model, a human performance improvement model, and human systems integration guidance, the contractor shall perform the following work, listed in the Major Job Activities below. % of Time Spent
• Conduct analyses to identify and validate training requirements and document results of analyses.
• Define and analyze learning objectives to refine learning outcomes.
• Design and conduct analyses in support of Human Systems Integration (HSI) to include selecting methodology, designing instruments, collecting, and analyzing data; and reporting results.
• Design and implement training-related human performance improvement (HPI) interventions.
• Apply validated research to support learning decisions.
• Design, develop, and implement instruction in a systematic manner. Provide input on selecting instructional media, materials, and equipment to meet learning objectives.
• Plan and accomplish production of instructional materials.
• Design, develop, and implement prototype and final courseware for interactive multi-media, computer-based, web-based, and distributed learning presentations.
• Evaluate training development and training effectiveness using formative and summative evaluation techniques.
• Use appropriate industry and Government standards and specifications.
Provide Products/Documents/Reports:
• (1) ISD: Training Situation Analyses, Training System Functional Descriptions, Military Characteristics, Instructional Performance Requirements, Instructional Media Requirements, Instructional Media Design, Training Program Structure, Course Conduct
• Information, Training Conduct Support, Training Evaluation, Test Package, Instructional Media Package, Training Systems Support; Electronic Performance Support Systems (EPSS).
• (2) HSI: Mission Analysis, Mission Scenarios, Functional Flow Block Diagrams, Operational Sequence Diagrams, Performance Baseline Specifications, Quality Function Descriptions, Top-Down Functional Analysis, Workload Analysis, Test Analysis, Manpower Estimation
• (3) HPI: Business Analysis, Performance Analysis, Root Cause Analysis, Intervention Performance, HPI Evaluation; POA&Ms.
Qualifications
Education/ Experience
• Senior level
• BA/BS in any discipline; Master's degree preferred.
Experience
• Candidate must have approximately six or more years of experience in DoD training, especially Navy training. Be able to plan, direct or coordinate the training and development activities and staff of an organization
Other Requirements:
• Must have a Level Secret security clearance
• Must be a US Citizen
Desired Qualifications:
• Experience:
• Previous experience designing scenarios and/or simulations and have a firm grasp of the concepts of immersion and engagement.
• Adult learning instructional design and development
• Expert in the use of Captivate software
• Expert in the use of Microsoft products - Word, Excel, PowerPoint and Project.
• Skills & Technology Used
o Analytical Thinking & Problem Solving:
Possesses both analytical and interpersonal skills.
Good problem solving, negotiation and organizational skills/techniques.
o Business Partner/Effective Communicator:
English language skills to communicate and negotiate with vendors.
Strong communicator must be able to communicate clearly both in writing and orally.
Ability to train, lead projects, direct employees.
Customer service oriented, detail focused, pro-active behavior, multi-task capability.
o Software
Microsoft Office Suite: Candidate must be an experienced technical writer using Word, Excel and PowerPoint.
