Proposal Manager – Strategic Growth & Government Solutions
Location: Washington, D.C. Metro Area (with travel to Niceville, FL and Orlando, FL)

About the Role
As the Proposal Manager, you will be at the heart of Our Client’s business growth strategy, driving revenue through expert proposal development. You will oversee the entire proposal lifecycle—from initial solicitation to final submission—while collaborating with internal stakeholders to ensure a seamless and strategic proposal process.
Key Responsibilities
- Develop winning proposal strategies and create compelling win themes tailored to customer requirements.
- Lead proposal management efforts, including coordination, desktop publishing, formatting, graphics, and submission.
- Work closely with capture managers, program managers, and subject matter experts to deliver persuasive RFP responses.
- Interpret government solicitation requirements and guide teams on crafting compliant and competitive responses.
- Maintain an organized and efficient proposal schedule, ensuring timely deliverables and executive reporting.
- Support strategic planning efforts to expand Our Client’s government contract portfolio.
What We’re Looking For
✔ Expertise in Federal Proposal Management – Minimum 10-15 years of experience in managing proposals for DoD contracts and other U.S. Government agencies.
✔ Knowledgeable Strategist – Ability to advise leadership on bid positioning, capture strategy, and market competitiveness.
✔ Technical Writing & Editing Skills – Strong experience in proposal development, content strategy, and compliance with government solicitation requirements.
✔ Shipley-Trained Professional – Formal training in proposal methodologies such as Shipley or APMP certification preferred.
✔ Tech-Savvy & Detail-Oriented – Skilled in Microsoft Word, Adobe Acrobat, PowerPoint, SharePoint, and Teams with experience in desktop publishing and proposal portal management.
