The Position East Bay Municipal Utility District (EBMUD) invites qualified candidates to apply for two immediate part-time openings in the Public Affairs Office. Under general supervision, the Outreach and Education Specialist supports the East Bay Municipal Utility District's (EBMUD) educational outreach initiatives by leading field trips, facilitating classroom presentations, and engaging the public at community events. The position promotes environmental stewardship, water conservation, and awareness of EBMUD's water and wastewater systems. Incumbents provide direct education to students, educators, and the general public to inspire understanding and appreciation of EBMUD's mission and services. Employees in this class work independently and collaboratively with senior outreach staff and are primarily responsible for delivering educational content to youth and community audiences. This part-time classification differs from the full-time Community Affairs Representative I and Public Affairs Specialist classes in that the Outreach and Education Specialist role is designed to provide primary field support of offsite education-related activities and programs. Typical duties include: &bull; Leading educational field trips for students and community members visiting EBMUD facilities such as watersheds, treatment plants, and wastewater sites. &bull; Facilitating interactive, age-appropriate presentations on water conservation, water and wastewater systems, and environmental topics in local schools and community settings. &bull; Participating in community outreach events (e.g., weekend fairs, workshops, or tours), engaging with the public and representing EBMUD's values and services. &bull; Setting up and staffing educational booths, distributing outreach materials, and promoting awareness of water issues and EBMUD initiatives. &bull; Supporting the preparation and organization of outreach materials, such as posters, activity guides, and digital content. &bull; Tracking participation and feedback for events and presentations to support program evaluation and reporting. &bull; Collaborating with teachers and internal departments to align content with educational standards and community goals. &bull; Performing other related duties and responsibilities as required. Requirements 1. A high school diploma, or its equivalent, and a minimum of six semester units of college coursework in education, childhood development, environmental science, communications, or a closely related field; and, 2. One year of experience working in the field of education, environmental interpretation, or public outreach, or a closely related field. 3. Must possess a valid California driver's license and have a satisfactory driving record. Other Requirements &bull; Must possess the physical characteristics to perform the critical and important duties of the class including sufficient physical mobility to walk and stand for extended periods of time, and the physical ability to lift, carry, and assemble materials weighing up to 40 pounds including an easy-up canopy. &bull; Must be willing to work irregular hours, on a varied schedule, including evenings, weekends, and holidays to lead and participate in outreach events, educational activities, and other programs. &bull; Must be willing to work outside of normal business hours, to support regular weekend community events, often on both Saturdays and Sundays. Outreach and Education Specialist (Part-time)

The Position The East Bay Municipal Utility District (EBMUD) is seeking a Management Analyst II to support contract negotiation, planning, and execution, as well as the improvement of and coordination on related operational and administrative matters. The role requires exercising independent judgment and the ability to work effectively under general guidance and direction. Individuals with excellent communication skills that are also highly organized, resourceful, and motivated would excel in this role. Examples of duties to be performed include: &bull; Supporting project managers in the negotiation, implementation and administration of complex agreements for a wide range of services, including contracts for professional services; major and minor construction projects; maintenance and repair services; rental equipment; specialty services such as control systems, power generation engines, turbines; various types of electrical equipment such as switchgears, motor control centers, transformers, and variable frequency drives; various software applications systems, and a variety of chemical, material and equipment purchase orders. &bull; Assisting departments with preparing specifications, justifications, and scopes of work for Requests for Proposals (RFPs) and contract amendments. &bull; Drafting, reviewing, and revising contract language, including scopes of work, indemnification, insurance, and termination clauses. &bull; Analyzing contract terms for financial, legal, and operational impacts to the agency. &bull; Tracking contract expirations and renewal dates to proactively manage upcoming renewals and avoid lapses in agreements. &bull; Leading and supporting contract negotiations with vendors, suppliers, consultants, and contractors to ensure favorable terms for EBMUD. &bull; Facilitating meetings and resolving issues related to contract negotiations, contracting delays, scope changes/change orders, or disputes in coordination with EBMUD project managers and subject matter experts. &bull; Partnering with in-house legal, risk management, purchasing, contract equity, IT security and other staff as needed regarding the language and interpretation of specification and contract documents, serving as a liaison between EBMUD and current/potential vendors to support the contract revision process. &bull; Preparing a variety of clear and concise written materials such as Board memos, correspondence, specifications, bid documents, and reports to support contract approvals and policy updates. &bull; Preparing and processing purchase orders accurately, ensuring all approvals are obtained and relevant documentation is complete. &bull; Providing training and support to EBMUD stakeholders on contract management, procurement processes, and regulatory requirements. &bull; Assisting in the development and implementation of contracting policies, procedures, and best practices. &bull; Making recommendations to management on options for achieving improvements, increased efficiency, cost savings, etc. &bull; Researching and benchmarking contracting practices used by peer agencies and industry standards. &bull; Identifying recommended products, software, or other tools to increase efficiency and operational reliability related to contracts management. &bull; Conducting special projects and analytical assignments related to organizational operations, cost savings, or vendor management. &bull; Monitoring changes in applicable laws, regulations, and funding requirements that may impact contracting practices. &bull; Supporting the implementation and oversight of a Project Labor Agreement for various capital projects (subject to board approval). The ideal candidate for this position will possess the following skills and competencies: Technical and Analytical Skills - Ability to draft, review, and negotiate complex agreements, including professional services, general services, materials and supplies, construction, and inter-agency contracts, with the support from attorneys in the Office of General Counsel. Regulatory Knowledge - Familiarity with public contracting laws, government codes, and procurement regulations (e.g., California Public Contract Code). Risk Management Awareness - Understanding of contractual risk allocation, insurance requirements, indemnity provisions, and performance guarantees. Attention to Detail - Strong ability to monitor and track multiple contracts, deadlines, and documentation with precision, in coordination with EBMUD project managers. Project Coordination - Ability to facilitate interdepartmental collaboration and coordinate contract approvals across Legal, Risk, Engineering and Construction, and Operations and Maintenance teams at EBMUD. Process Improvement - Experience in evaluating and streamlining contracting and administrative processes. Written Communication - Proficiency in writing clear, concise staff reports, Board memos, RFPs, and contract language. Verbal Communication - Ability to explain complex contractual terms and procedures to stakeholders at all levels, including management, vendors, and project managers. Team Collaboration - Work effectively with diverse teams, including legal counsel, procurement, technical staff, and external agencies. Management Analyst II (Contracts Analyst)

The Position East Bay Municipal Utility District (EBMUD) is currently seeking a motivated, experienced, and team-oriented Associate Civil Engineer to join the Wastewater Department's Project and Construction Management (PCM) Section. PCM section staff support implementation of the Wastewater Department's $480 million five-year Capital Improvement Program typically as construction managers of complex wastewater collection and treatment system infrastructure improvement and expansion projects as well as project managers for multi-disciplinary consultant design teams. This position provides unique opportunities to gain both construction and design management experience while working on wastewater treatment plant upgrades and traditional infrastructure rehabilitation projects. The most competitive candidates will possess significant knowledge and experience in project management, design and construction management with a general understanding of wastewater treatment and conveyance processes and experience working in operating facilities. This individual should have experience in leading cross-functional engineering disciplines, preparing designs, managing consultants, directing the work of other engineers, and preparing and delivering technical presentations. The candidate should also possess excellent verbal and written communication skills, demonstrate good interpersonal skills with a teamwork-based approach, and work independently with minimal supervision. The typical work week for this position requires staff to be present in the office for a minimum of three days per week. Specific job duties include: &bull; Managing the project construction phase by preparing and understanding construction contract documents (plans and specifications), understanding construction techniques, reviewing submittals and requests for information, negotiating change orders and claims, preparing cost estimates and project schedules, performing testing/training/startup activities, and managing the overall project budget, scope, and schedule. &bull; To a lesser extent, managing the project design phase by preparing and administering consultant contracts; preparing supplementary design tasks; developing scope, budget, and schedule; reviewing engineering calculations and technical memoranda; identifying and recommending alternatives; resolving key issues; preparing project feasibility studies and life-cycle cost analyses; identifying and mitigating project risks; and developing construction documents.
